Dear Joseph,
The shoulders are a common area where excess tension and stress is stored. Combined with poor posture, this constant tension in the shoulders lifts them towards the ears in a fixed shrugging of the shoulders.
If your shoulders are looking shrugged due to excess muscular tension, then a practice of yoga would be of great benefit, and I would recommend focusing on the following poses: Seated and Standing Yoga Mudra, Down Dog, Extended Dog, Child, Snake, Sphinx, Bridge, Plow, Eagle, Mountain, and any of the twisting poses. Most importantly, focus on relaxing as much as possible into the poses, and create as much consciousness as possible of your postural alignment.
